internationally-prevalent viewpoint of ''continuous development'' and in
combination with the concrete conditions of the China's national
economy, China's Projects of Priority in the Twenty-first Century is
drawn up in the program for social comprehensive development by both
national planning committee and National Committee of Science and
Technology. China's projects of Priority in the Twenty-first
Century the white paper on China's population, environment and
development in the twenty-first century, was approved on March 25,1994
by the State Council on its sixteenth plenary session.

Cities account for 18% of the country's total land area,
as against 7.6% in 1984. Uneven economic development has resulted in an
uneven distribution of cities between eastern and western China. China
has 9 out of 10 of the world's most polluted cities, is the 2nd largest
source of greenhouse gas emissions, and respiratory diseases are the
leading cause of death. Acid rain falls on nearly one-third of the
country. Dust from coal-burning stoves cakes cars and clothing. 70 % of
the rivers are drying up because of industrial or agricultural
diversions while many contain no fish due to pollution and others that
used to freeze in winter now run free, because of warm industrial
discharge. Excessive logging has caused soil erosion and increased
flooding. The China government seems to recognize the damage to the
environment and is endeavoring to do something about it. ... This
loss of fundamental civil liberties, though seemingly harsh to those of
us who treasure our civil liberties, can also be viewed as but a natural
consequence of overpopulation.

The combined effects of China's environment degradation,
deforestation and water logging in its upper north-eastern regions and
the ongoing changes in global weather conditions like the El Nino
weather phenomenon—leading to widespread floods in much of the Asian
continent, including Russia, the Koreas, Bangladesh and India—resulted
in unprecedented torrential rains and storms flooding the Yangtze river
and its main tributaries during this summer.
