RARE helps to address expanding HIV/AIDS epidemics among minority populations in various cities. The focus is on identifying unique characteristics of populations often missed through traditional needs assessments. RARE assist local communities in developing practical HIV/AIDS interventions that are appropriate for specific communities. Finally, the RARE project helps communities to develop the ongoing ability to assess and respond to local health crises, especially HIV/AIDS.
