ISO 8217 2005 includes several important changes: The reference temperature for viscosity has been changed from 100degC to 50degC to reflect the reality of the bunker market. The number of categories for residual fuels has been reduced to ten. The sulphur limit for residual fuels has been changed to come in line with the requirements of Annex VI to Marpol. The maximum water content has been reduced to 0.5%(v/v) and density limits for lower viscosity categories have been lowered. Limits are now included for zinc, phosphorus and calcium for all residual fuel categories and distillate category DMC. The limits set for these elements are designed to indicate the absence or presence of used lubricating oils (ULOs) in a fuel. The standard also includes further information on ULOs in the informative Annex H. Additional informative Annexes relating to precision and interpretation of results (Annex F), sodium and vanadium (Annex G) and Acidity (Annex I) have also been included for this third edition of ISO 8217.

DieselNet - Fuels: United States - No 4-D - A heavy distillate fuel, or a blend of distillate and residual oil, for low- and medium-speed diesel engines in applications involving predominantly constant speed and load.
DMB (marine diesel oil, MDO) is allowed to have traces of residual fuel, which can be high in sulfur. This contamination with residual fuel usually occurs in the distribution process, when using the same supply means (e.g., pipelines, supply vessels) that are used for residual fuel. DMB is produced when fuels such as DMA are brought on board the vessel in this manner. DMB is typically used for Category 2 (5-30 liters per cylinder) and Category 3 (= 30 liters per cylinder) engines.
DMC is a grade that may contain residual fuel, and is often a residual fuel blend. It is similar to No. 4-D, and can be used in Category 2 and Category 3 marine diesel engines.

Category 3 marine diesel engines typically range in size from 2,500 to 70,000 kW (3,000 to 100,000 hp). These are very large marine diesel engines used for propulsion power on ocean-going vessels such as container ships, oil tankers, bulk carriers, and cruise ships. Emission control technologies which can be used on these engines are limited. An important limitation is the residual fuel on which they are operated. This fuel is the by-product of distilling crude oil to produce lighter petroleum products. It possesses high viscosity and density, which affects ignition quality, and it typically has high ash, sulfur and nitrogen content in comparison to marine distillate fuels. Furthermore, residual fuel parameters are highly variable because its content is not regulated. The EPA estimated that residual fuel can increase engine NOx emissions from 20-50% and PM from 750% to 1250% (sulfate particulates) when compared to distillate fuel.
2007 Category 3 Engine ANPR—The EPA committed to impose more stringent Tier 2 standards for Category 3 engines in a rulemaking which is to be completed by December 17, 2009 (delayed from the original deadline of April 2007). Plans for the regulation were outlined in the Advance Notice of Proposed Rulemaking (ANPR) signed November 29, 2007 [72 FR 235 69522-69552, 7 Dec 2007].
2003 Category 3 Rule. These standards apply to new marine engines and to new vessels that include marine engines. The rule applies only to vessels flagged or registered in the USA.
