- Cross-border interconnections are not believed to be inherently at risk as they are not
as a general rule computer-controlled, although cross-border integrated emergency
plans do require further attention. The connections and communications between
control centres are peripheral, providing extra information which does not affect the
fundamental functions.
- The individual electricity companies must now, on a regular basis, communicate their
readiness to their customers and the public in order to contain any possible hysteria
and ensure that efforts for finding solutions are focussed on critical issues.

- Year 2000 Conversion and the Electric
Sector
- The Electricity Working Group Meetings
are chaired by DOE.
- The Department of Energy has asked the North
American Electric Reliability Council (NERC) to coordinate the industry's Y2K response
and provide periodic reports to the Department. Other industry organizations that are
partnering with NERC include the American
Public Power Association (municipal utilities), the National Rural Electric Cooperatives Association
(electricity cooperatives), the Edison Electric
Institute (investor-owned utilities) , and the Nuclear
Energy Institute (nuclear power issues).
- The government itself is also an important part of the electricity industry through the
activities of the Power Marketing
Administrations, the Tennessee Valley Authority,
the Army Corps of
Engineers, the Bureau of Reclamation (Department
of the Interior), and the Rural
Utility Service (Department of Agriculture) . The government also has direct
regulatory authority in certain areas, such as the Nuclear Regulatory Commission's
oversight of nuclear power generation.
- All of these agencies plus the Federal
Energy Regulatory Commission, the Federal
Reserve Board, the Securities and
Exchange Commission, and the Federal Emergency
Managment Agency are members of the Electricity Working Group.
- Representatives from DOE, NERC, BPA, USDA/RUS, DOI, and the Defense Logistics Agency
were in attendance.
Federal Energy Regulatory Commission (FERC):
- FERC Y2K - FERC is a member of the President's Council on Year 2000 Conversion (Council) under
the Energy Working Group. The Energy Working Group was split into the electric sector with
the Department of Energy (DOE) as the lead
agency and FERC as the lead agency for the oil
and gas sector. The kick-off
meeting for the oil and gas sector was held at FERC on June 5, 1998. FERC's Chairman,
James Hoecker, is the sector leader for oil and gas. FERC's former Chief Information
Officer, Katie Hirning, was instrumental in establishing the foundation for the oil and
gas sector and has been an active participant in the Council.

- Because DOE has an extensive network of international resources which FERC, being a
domestic regulatory body does not, FERC and DOE agreed to transfer facilitation of the
International Oil Coordination Council (IOCC) to DOE. The group plans to meet quarterly
with more work being done by smaller groups between meetings of the full IOCC
- FERC What's New On November 13,
1998, the President's Council on Year 2000 Oil and Gas Sector Working Group created the International Oil Coordination
Council (Council) which consists of the American Petroleum Institute (API)
international working groups, including a number of international oil companies, industry
groups, and Federal and international governmental agencies. The Council will focus on
collecting information globally and creating a public scorecard of international
readiness. As a member of the Council, the Federal Energy Regulatory Commission's role is
to facilitate communication with the Council and other government agencies and to enable
information sharing with other sectors.

- American Petroleum Institute (API, Kendra L.
Martin, martink@api.org ) has joined together with
government agencies to form an International Oil Coordination Council
under the Oil & Gas Sector Working Group. The group met in early November with the
purpose of exchanging information on efforts made by the industry and government and plan
for efforts to assess Year 2000 readiness internationally.
- Subject: Worldwide Year 2000 Coordinating Committee Issue: The
API member companies are looking for a mechanism that will assist them in understanding
the Year 2000 readiness of key infrastructure areas in countries in which they operate. It
is desired that a reporting scorecard be created that will summarize the Year 2000
readiness of each country's key infrastructure areas to include telecommunications, power
generation, and transportation. It is believed that in order to properly oversee such a
process, a Worldwide Year 2000 Coordinating Committee operating under the United Nations
umbrella should be created to manage such a reporting process.

- The U.S. oil and gas industry is concerned
about international oil production and shipping, especially in light of the lack of
information available. Members of the American Petroleum Institutes International
Oil Y2K Task Force have joined with the Federal Energy Regulatory Commission (FERC) and
other Federal agencies, along with the International Energy Agency, to create an
International Oil Coordination Council (IOCC). IOCC met in early November 1998 to exchange
information on industry and government efforts and plan how to assess the industrys
